The purpose of the study is to carry out a comparative analysis of the education system for persons with special educational needs in Ukraine and European countries, to identify effective methods and strategies that are successfully used in special and inclusive education, to substantiate existing ones and to develop, test and implement an innovative system of psychological and pedagogical support for persons with special educational needs, including in crisis situations. Research methods: analysis and generalization of scientific and theoretical According to the results of the first stage of the study: A comprehensive analytical model of comparative analysis of education for persons with special educational needs has been developed, covering three dimensions: contextual, structural and effective. The first includes geographical, geopolitical, cultural, political and economic factors that shape the conditions for the functioning of educational systems. The second analyzes the historical development, legal framework, educational policy, the role of stakeholders, institutional structure, range of services and programs, as well as monitoring mechanisms. The third dimension assesses economic and social outcomes, employment rates, graduate well-being, barriers and best practices. Such a multidimensional approach makes it possible to identify key success factors and develop strategies for improving education systems, contributing to the formation of more effective and inclusive education for people with special educational needs.
