The object of the research is risks in the implementation of military personnel policy in the military sphere, the spheres of defense and military construction. The purpose of the research work is to improve the order of formation and implementation of the military personnel policy in the system of the Ministry of Defense of Ukraine. Research methods are system analysis, methods of multivariate comparative analysis, synthesis and methods of expert evaluations. The novelty of the work lies in the fact that according to the results of the conducted research: an analysis of the experience of the Armed Forces of Ukraine and the armed forces of the leading NATO member states with regard to risk management in the implementation of military personnel policy was carried out; substantiated recommendations and proposals for making changes to the governing documents in the field of military personnel policy in the system of the Ministry of Defense of Ukraine regarding the prevention of risks during the implementation of the Policy of attraction, development and retention of human capital in the defense forces; existing and potential risks in the implementation of military personnel policy and ways to prevent them are substantiated.
