Using the developed tools, an empirical study of regional features of youth identification was conducted (4520 respondents - pupils and students from different regions of Ukraine). The results of the study identified regional features that should be taken into account in state educational policy: a) national identification of youth in planning the future; b) political; c) economic; d) cultural identification of youth. Regularities were established that manifest themselves in: a) the determination of political identification of youth by the inclusiveness/exclusivity of regional identity; b) the determination of political responsibility of youth by the level of dependence on regional political elites. The following have been developed: 1) models of structuring a) national; b) cultural; c) economic; d) political identity of schoolchildren and students in different regions of Ukraine; 2) a model of interaction between subjects of the educational process using scenario methods of designing the future; 3) a model of project-oriented learning as an effective means of developing civic competence, which is implemented through a planning system, a system of actions, a development system, a communication system, a system of implementation and evaluation; 4) a model of economic identity of youth, the basic component of which is the awareness of the value of economic activity. The following were created and tested: 1) a web quest involving digital educational tools to activate the national self-identification of young people; 2) a technological scheme for developing scenarios for the development of national identity; 3) an algorithm for an educational project to develop civic competence.
