The purpose is to identify and substantiate the methodological foundations for collecting and analysing statistical data for the educational policy development for the NUS reform implementation in basic secondary education in the context of European integration. The research results aim to substantiate and develop educational indicators as an effective tool for monitoring the NUS reform at the level of basic secondary education. The research identified key indicators that characterise the teachers’ activity, provision of resources, organisational and managerial aspects of the reform. The focus is on the comprehensive system of educational indicators that considers the current educational challenges and needs. The research emphasises the role of educational indicators as a tool for analysing, forecasting and making managerial decisions to support educational reform. The scientific novelty lies in integrating the educational indicators concept into the system of monitoring the NUS reform implementation for a comprehensive analysis of the changes effectiveness. For the first time, a methodology for the formation and application of educational indicators is proposed, which covers various aspects of the educational process, including staffing, organisational resources, and the success of educational programmes. The developed system of indicators is not only a means of collecting statistical data, but also a tool for strategic planning and supporting management decisions. New indicators will be formed, and the indicator modules will be further expanded and improved in line with changes in the state's educational policy priorities.
