 The theoretical and methodological foundations of assuring and enhancing higher education quality in the context of sustainable development are substantiated, in particular the following aspects: policy and strategy formation for achieving competitive higher education quality, modernization of the higher education structure, qualitative and quantitative assessment of the HEIs competitiveness, institutional modernization of HEIs, transformation of mechanisms for ensuring leadership in higher education, effective teaching, learning and assessment based on the results paradigm, strategies for developing human capacity in higher education. The volume of the report is 18 pages, consisting of the objectives and research results, a list of publications, and researchers. Keywords: higher education quality, quality assurance and enhancement, sustainable development, competitive quality, qualifications, European integration. Research object: higher education quality assurance and enhancement. The research purpose: to determine and substantiate the theoretical and methodological foundations of higher education quality assurance and enhancement as well as policies and strategies formation and implementation for achieving competitive higher education quality and overcoming the qualification gap in the context of sustainable development, European integration and post-war recovery. Research methods – systemic, comparative analysis and synthesis, structural-functional. Theoretical and practical results. The trends, hypotheses, patterns, criteria and practical recommendations for higher education quality assurance and enhancement in the context of sustainable development are substantiated. The novelty, in particular, lies in the justification of criteria and approaches to modernizing the higher education structure and, accordingly, the network of state HEIs, taking into account modern challenges.
