It identifies the driving forces and components of the discursive and informational transformation of the reality of the globalised world, which results in a number of fundamental effects, such as the paradox of the ‘world without reality’, the phenomenon of information power, and the existence of identity discourses as political strategies. It distinguishes seven modern types of historical discourses and reveals their role in the way national (cultural) memory exists. A theoretical model of productive public policy in Ukraine is built on the basis of a critical rethinking of the shortcomings of the existing national discourse of public policy (in particular, its reduction to ‘management activity’).
