The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical and practical aircraft movement equipment.

This standard specifies technical requirements to minimise the hazards that may arise during commissioning, operation and maintenance of aircraft ground handling equipment when used for its intended purpose, including misuse reasonably foreseen by the manufacturer, if performed in accordance with the specifications provided by the manufacturer or its authorised representative. It also takes into account certain operational requirements recognised as essential by the authorities, aircraft and aviation ground equipment manufacturers, and airlines and maintenance agencies.
