Their potential as an effective tool for post-conflict recovery and further development of Ukraine is considered. The formation of cluster structures provides a number of advantages. In particular, clusters initiate the progress of new industries and technologies, which contributes to the growth of the competitiveness of the national economy, the activation of entrepreneurial activity and the creation of new jobs, which, accordingly, has a positive impact on the standard of living of the population. In the process of forming TONK, the resources and potential of educational institutions of different levels, research institutions and the business sector are consolidated. This leads to the emergence of a synergistic effect that intensifies the interaction between education, science and entrepreneurship, stimulating innovative processes and contributing to the socio-economic development of the country and its regions. Under the conditions of functioning of TONK, students acquire fundamental knowledge and practical skills, which increases their competitiveness in the labor market. This result is the result of close cooperation between educational institutions, scientific institutions and industrial enterprises. Today, the shortage of highly qualified personnel, the insufficient level of innovative activity of enterprises and weak coordination of efforts between the spheres of education, science and business are among the key factors that hinder the economic growth of the state. The creation of TONK as a regional educational network can serve as an effective mechanism for solving the outlined problems by integrating resources, encouraging innovations and ensuring the training of highly qualified specialists.
