The object of research is the processes of forming financial policy to ensure the economic growth of territorial communities and the tools for its implementation in conditions of instability.
The purpose of the study is to provide a theoretical and methodological justification for the concept of forming a financial policy to ensure the economic growth of territorial communities, improve the mechanisms for its implementation under conditions of instability, and develop recommendations for strengthening the financial resilience of territorial communities.
A methodological approach to assessing the financial sustainability of territorial community budgets in conditions of instability is proposed, which includes an analysis of the formation of revenues and the direction of expenditures of local budgets. Proposals to strengthen financial sustainability and improve mechanisms for equalizing the tax capacity of territorial communities as a tool for implementing budget policy were further developed in terms of specifying measures to expand the powers of local governments to administer local taxes (regarding updating the normative monetary valuation of land in existing lease agreements; strengthening cooperation in the local government-state tax administration chain for timely adjustment of digital property registers and taxpayer accounting).
By testing hypotheses regarding the relationship between government spending and economic growth (for EU countries and Ukraine) in times of crisis, a number of dependencies have been empirically proven: the level of GDP redistribution through the state budget is sensitive to crises; the volume of local budget revenues is less sensitive to financial and economic crises; crisis conditions cause a change in the structure of state budget spending, while the direction of the change in the structure (growth of socially or economically directed spending) is determined by the nature of the crisis.
