Subject of the study – methodological foundations for improving the personnel management system, its structural components, and tools of personnel policy under martial law. Research methods – system analysis, logical generalization, comparative analysis, survey method, statistical analysis, content analysis, and socio-economic analysis. The study explores the essence and components of the personnel management system, identifying its key elements and subsystems. Theoretical and methodological foundations of personnel management were analyzed. Existing approaches to the development of the personnel management system were systematized, with a distinction made between classical and modern approaches, principles of personnel management, and personnel management technologies. Trends in the socio-labor conditions of the personnel management system under martial law were identified, including wage dynamics and employment indicators. Labor performance indicators at the enterprise level were also analyzed. A methodological framework for the development of the personnel management system was proposed, which includes the structure of the system, an algorithm for determining development directions, and regulatory-methodological support for its advancement. The results of the study have been implemented in the operations of LLC «OK-DOBROBUD».
