Despite the positive dynamics in the development of digital competencies among the population and the growing level of business digitalization, the degree of integration of modern technologies into HR processes remains insufficient compared to leading European countries. This situation necessitates a comprehensive analysis of the current state of HR digitalization, the identification of its regional characteristics, and the development of practical recommendations to enhance the efficiency of this process. The purpose of this study is to develop scientifically grounded approaches to assessing and improving the level of digitalization of human resource management, aimed at increasing the efficiency of labor potential and the competitiveness of enterprises and regions of Ukraine. During the research, a methodological approach was developed for assessing the level of HR digitalization, taking into account educational, institutional, social, and technological aspects, as well as for constructing a Digitalization Index of Human Resource Management across the regions of Ukraine. The obtained results have both scientific and practical significance, as they make it possible to identify regional disparities and to develop well-founded decisions for the digital modernization of HR systems.
