It was determined that democracy involves the availability of a wide range of tools for the prompt and effective resolution of problems that arise in society. It was established that the legislation of Ukraine guarantees the legal basis for the application of general and local democracy tools: citizens' appeals, electronic petitions, access to meetings, general meetings, consultative and advisory bodies, control and supervisory bodies, participatory budgeting, self-organization bodies of the population, local initiatives, public hearings. It was indicated that citizens' appeals concern various areas of activity of society and the state and have a single purpose - to draw the attention of relevant bodies and officials to the need to resolve problems that affect public interests or the interests of a particular person. It has been determined that an important and effective tool of local democracy is the participatory budget, which is used to involve residents of a settlement in the distribution of local budget funds through the submission of projects aimed at improving life in the relevant community, and voting for the submitted projects by other residents. It has been determined that the tools of local democracy are quite widely represented, at the same time, problems remain with the mechanism for implementing these tools due to the lack of necessary local regulations designed to specify legislative provisions on the procedure for using the tools of local democracy, significantly hindering the development and active use of all available means of local democracy
