The object of the research is the social relations associated with the formation of the economic and legal foundations of sustainable economic development in Ukraine. The subject of the research is the specific features of investment and innovation transformations in Ukraine’s economy in the context of achieving the Sustainable Development Goals and implementing the European integration trajectory. The study substantiates the conceptual foundations of adaptive legislative drafting. It argues for the expediency of normative regulation of relations concerning the digital social responsibility of business as a legal phenomenon. The concept of e-environment as an integral component of e-governance is further developed, with justification that its implementation will enhance environmental safety, support the creation of an online environmental monitoring system, ensure data transparency and increase citizens’ trust in the actions of local authorities. The essence and role of innovation policy at the level of territorial communities are revealed in the context of strategic development planning. A Matrix of the Systemic Impact of Problems (Barriers) on the Implementation of Innovation Policy in Territorial Community Development is developed. The study elucidates the nature of innovation investment and substantiates the directions of integrating EU investment and innovation mechanisms into the legal framework for sustainable investment in innovation-intensive sectors of Ukraine’s economy. Priority directions for shaping a national legal model of venture financing are identified. The research findings are summarized in four articles in scientific journals and six abstracts in the proceedings of scientific and practical conferences.
