The study focuses on identifying and addressing key challenges in computer-based monitoring of environmental and economic systems, ensuring information security, and developing mobile devices and web applications for monitoring tasks. The main scientific results include the analysis of the educational process in Ukraine for training specialists in environmental and economic fields who use modern information technologies; the development of guidelines for designing educational and professional programs in information technology and ecology based on best international practices; and the assessment of innovative teaching approaches incorporating elements of dual education, project-based learning, and artificial intelligence. The research also analyzes information-technology-based solutions to environmental safety issues in the European Union—such as pollution of surface waters, soils, atmospheric air, radiation contamination, and industrial waste management—and examines the specifics of their application in Ukraine. Mathematical and information models for environmental monitoring systems were developed, including models that use forecasting algorithms to assess factors affecting global environmental safety. The scientific and technical significance of the work is confirmed by a comparative analysis of the proposed environmental monitoring devices with existing analogues and by publications in leading peer-reviewed journals. The practical relevance of the research lies in the potential application of its results in both military and civilian sectors, particularly in environmental protection systems, as demonstrated by their implementation in various organizations and in the educational process.
