Methodologies for determining the technically feasible potential of solar, wind, and biomass energy for hydrogen production have been developed and validated. The assessment was conducted with spatial granularity at the level of territorial communities, utilizing Geographic Information Systems (GIS) and accounting for legislative, environmental, infrastructural, and technological constraints. Methodological solutions for integrating risks into the suitability assessment of territories for hydrogen projects are proposed, establishing a framework for developing composite indicators of investment attractiveness for these communities. The findings confirm the versatility of the proposed methodological approach for evaluating the hydrogen potential of territories, regardless of the hydrogen source type.
