During the implementation of the research, the following new scientific results were obtained: 1. Recommendations for the Ministry of Education and Science of Ukraine and educational institutions on improving the quality of online learning under martial law (based on a behavioral experiment and cluster analysis of global practices of online education). 2. A system of indicators for assessing the real and potential volumes of forced migration of educators and students, as well as labor losses due to war, which allows for a clear assessment of the scale of migration processes and their impact on national intellectual capital. 3. A matrix of benchmarks for educational re-emigration programs, which is based on an analysis of the international experience of countries that restored intellectual capital after armed conflicts. 4. A roadmap for educational re-emigration of students and teachers, which is based on the results of multivariate regression analysis and provides for minimizing losses of intellectual capital and defines sequential steps for the return of educational migrants to the national education system. 5. System of criteria and estimated on its basis the war-induced sectoral and territorial deformations in the labor market of Ukraine. 6. Methodological approach to taking into account the impact of war-induced sectoral and territorial deformations in the labor market of Ukraine and determining priority sectors for training specialists at the expense of the state budget. 7. Proposals for adjusting the volumes of the state order for training specialists of different levels of education by specialties and fields of knowledge. 8. Recommendations for adjusting the system of retraining and requalification of the workforce in Ukraine in accordance with the needs of post-war recovery
