The object is the ecosystem of open science, the subject is the scientific and methodological, legal, organizational, software and technological aspects of the development of open science. The purpose of the research is to develop scientific and methodological recommendations and practical implementation of tools to promote the development of open science in Ukraine. In accordance with the defined goal, the following tasks were solved: ensuring the accessibility and visibility of information about domestic scientific research and development (through their presentation in open access and improving the NRAT search system); creating conditions for the development of open peer-review of scientific research in Ukraine; implementing a pilot project on the management and preservation of scientific data; ensuring the safe functioning and development of the domestic open access infrastructure; information and analytical support for the policy of open science and its popularization in Ukraine. General scientific and special methods of scientific knowledge were used, in particular - empirical (observation, comparison, measurement), descent from the abstract to the concrete, grouping, system analysis (retrospective, quantitative, comparative, predictive), tabular-graphic, heuristic (expert assessments), modeling. The latest scientific approaches, best practices and international acts on open science, open access, organization of e-archives were summarized. Analytical materials were prepared on improving the system of state registration of scientific research and dissertations, publication of open data sets of the NRAT. Scientific and methodological recommendations were developed for performers of scientific research and development on the implementation of the obtained results and proper confirmation of their use, value and social impact, proposals for the concept of state policy for the development of e-infrastructures
