A trend has been identified regarding the transformation of research assessment systems, shifting the focus from quantitative performance indicators to the use of qualitative R&D evaluation. The priority areas for reforming European, national, and institutional systems for assessing the research activities of scientists based on the principles and approaches of responsible Open Science have been clarified. A model for evaluating the phenomenon of regional engagement of universities has been theoretically substantiated across educational and research dimensions, as well as the dimension of impact on regional socio-economic development. An analysis of modern approaches to assessing research integrity was conducted, and the main challenges facing the scientific community were outlined. Key trends regarding the protection of intellectual property rights in the context of Open Science were identified, and key trends in the evaluation of early-career researchers were formulated.
