The conceptual basis of the transformation of goods and services markets in the context of the digitalisation of the economy are substantiated which consist in the development of a multi-level model of interaction between producers, consumers and the public sector based on the integration of digital technologies into the processes of production, distribution and consumption. Methodological approaches to quantitative assessment of the digital economy have been improved through the development of the concept of the «basic digital economy», which more accurately reflects the scale of digital goods and services production. Directions for state support of the digital transformation of Ukraine’s goods and services markets are justified, in accordance with environmental and safety requirements, which will facilitate integration into the EU Digital Single Market and strengthen positions in global value chains.
