The object of the study is the public administration system of Ukraine under martial law and post-war transformation.
The subject of the research is the theoretical and methodological principles, institutional mechanisms and tools of public administration transformation in the context of security challenges and state restoration.
The methodological basis of the research is the systemic, institutional, structural-functional and comparative approaches, as well as methods of analysis and synthesis, generalization, modeling, and strategic forecasting.
The scientific novelty of the work lies in the formation of a holistic concept of the transformation of public administration under martial law and post-war recovery, which integrates the security, digital, socio-economic, and European integration dimensions of the development of public policy.
