The task of the work is the analysis of the actual situation with guarantees of human rights, the analysis of the referral of complaints to the ECHR and the development of measures for the development of public law of Ukraine, which will improve the situation in the sphere of protection of the rights and legitimate interests of Ukrainian citizens. The special attention that is paid in democratic countries to the protection of human rights determines the relevance of this work and the necessity of its implementation.

Purpose and purpose of the research. This work aims to clarify the problems and reasons for the insufficient protection of human rights in Ukraine and to develop proposals for the development of qualitative properties of the legislation of Ukraine.
Research methods. The methodological basis of the conducted research was the most promising modern methodologies. The methodological problem of the research is its interdisciplinarity.
The methodological basis of the research can be represented by dividing it into the following levels: Philosophical methodology, Methodology of science in general. Specific scientific methodology, which includes a set of research methods that are used in one or another special scientific discipline - jurisprudence., Research methods and procedures that provide empirical confirmation of the concept, theory.
The result of the work is: a generalization of the system of current regulatory legal acts and the latest scientific developments on the topic and the main directions of further scientific research have been determined, covering: 1) the constitutional and legal mechanism for ensuring the human-centricity of the law of Ukraine; 2) the financial and legal mechanism for ensuring the constitutional rights of citizens in Ukraine; 3) the administrative and legal mechanism for ensuring the constitutional rights of citizens in Ukraine; 4) the international legal mechanism for ensuring the constitutional rights of citizens in Ukraine.
