Head Dziubenko Nataliia V., Кандидат біологічних наук Registration Date 16-04-2026 Organization State Museum of Natural History National Academy of Science of Ukraine popup.description1 The aim of applied research is to develop a comprehensive emergency response plan for the State Natural History Museum of the NAS of Ukraine, which will include the improvement of existing protocols and the creation of new instructions and procedures for the preservation of scientific collections following legislative requirements and recommendations from international organizations working in the field of cultural and natural heritage protection. popup.description2 The report summarizes the results of an analysis of international approaches and regulatory frameworks relevant to the development of emergency preparedness and response plans for natural history museums, and outlines practical and communication components important for the preservation and updating of scientific and natural history collections in Ukraine in the context of full-scale war. It systematizes approaches to identifying threats to scientific and natural history collections and shows that there is no separate unified typology of risks specifically for natural history collections in international practice; instead, universal models of museum risk management are used, which need to be adapted to the specifics of natural history collections. It is emphasized that risks of temperature and humidity regime violations, infrastructure accidents, and dissociation are critical for natural collections. It has been determined that framework documents form a common “architecture” of plans: a cycle of risk prevention/minimization – preparedness – response – recovery; priority of human safety; centralized coordination through response teams; mandatory training; formalized lists of priority objects for rescue. It has been established that Ukraine's international legal obligations regarding the protection of cultural property also extend to natural history collections as scientifically significant cultural property, including requirements for preventive measures, inventorying, preparation of storage facilities, and countering illegal movement and restitution. Overall, the report demonstrates that the preservation of natural history collections in wartime requires methodologically sound security plans, legal certainty, and procedural discipline regarding data, and active communication that reinforces the public value of scientific collections.
