popup.description1
The main purpose of the planned research is to develop theoretical and methodological principles for improving the land management system of agricultural enterprises and practical recommendations for the introduction of the optimal model of agricultural land use in terms of natural and agricultural areas of the country.
Scientifically based proposals for the use of land management mechanism in the process of ecological and economic optimization of agricultural land tenure and land use will contribute to sustainable development of rural areas, efficient functioning of agricultural production, rational use and protection of agricultural land.
popup.description2
The current state of agricultural land use in Ukraine is characterized by a deepening contradiction between the intensity of economic development of lands and their restorative potential. Long-term exploitation of arable lands, violation of scientifically substantiated crop rotations and the absence of effective institutional control have led to systemic degradation of the soil cover, which determines the relevance of developing a system of institutional support for the ecological and economic optimization of agricultural land use.
It has been established that the current regulatory framework - the Land Code of Ukraine, the laws "On Land Management" and "On Land Protection" - create a formal basis for regulation, however, the mechanisms for its implementation are insufficiently effective due to the lack of legally established ecological and technological restrictions and effective incentives for land users. A quantitative relationship between the content of humus and economic indicators has been revealed: a decrease in its content from the optimal level to the critical one is accompanied by a drop in the relative yield of cereals by almost half.
A system of five principles of institutional support (sustainability, comprehensiveness, legal regulation, transparency and responsibility) was formulated and a multi-level structure of the system was substantiated, covering the regulatory, instrumental-project and monitoring-control levels. The central instrumental element was identified as land management projects for the ecological and economic justification of crop rotation and the organization of the territory of land plots.
According to the results of a survey of 47 employees of executive bodies of 12 AHs, a systemic knowledge deficit was identified and the organizational component of the system was substantiated, covering advanced training, the development of methodological manuals and digital tools for monitoring the state of soils.
