The main purpose of the planned research is to develop theoretical and methodological principles for improving the land management system of united territorial communities (OTG) and practical recommendations for implementing an optimal model of OTG organization to ensure sustainable land use, taking into account natural and economic conditions of regions.
Scientifically based proposals for the use of land management mechanism in the process of optimizing the ecological and socio-economic functions of OTG territories will contribute to the sustainable development of rural areas, efficient functioning of agricultural production, rational use and protection of land.

Theoretical justification of optimization of parameters of functioning of territories of territorial communities (TG) shows that achievement of optimal values of socio-economic and ecological functions is possible due to introduction of effective system of land management and institutional mechanism which is implemented through the corresponding land management documentation. During the research the relationship between functional characteristics of the territory and instruments of institutional influence was established, in particular a list of optimized parameters of socio-economic functions of TG was proposed. These include: defined boundaries of the community; level of concentration of agricultural lands; degree of population involvement in agricultural production; investments in technical infrastructure; spatial accessibility of basic services; demographic situation; as well as volume of the budget and its financial independence.
Regulation and optimization of the specified parameters is carried out by development of programs of socio-economic development of the community and documentation on land management. The need for the formation of an effective system of institutional support for the functional development of territories, with an emphasis on detailed zoning, especially of agricultural lands, has been scientifically substantiated. An important component of this system is the implementation of ecological and technological restrictions on land use through land management projects.
A special role in this context is played by the Program for the Rational Use and Protection of Land and Natural Resources of the Territorial Administration, which provides for a set of measures to ensure the sustainable functioning and development of territorial communities on the basis of balanced use of resource potential.
