Registration Date 17-07-2026 Organization "NDPI BUDTEСHEXPERTIZA" LTD popup.description1 The development is undertaken to improve the regulatory framework governing municipal amenity management and aims to create conditions conducive to human well-being, including the following objectives: strengthening liability for damage to or removal of municipal amenity assets within populated areas; introducing modern approaches to territorial management that ensure more efficient administration of municipal amenities, taking into account current urban and community development trends through the digitalisation of all key procedures (permits, dismantling, damage assessment, inventory, etc.); ensuring flexibility and adaptability so that local self-government authorities can effectively develop and tailor amenity rules to the specific needs of their communities, without being constrained solely by the Model Rules on Municipal Amenity Management; simplifying permitting procedures, including those related to works affecting municipal amenity assets, while maintaining effective compliance oversight; creating a barrier-free environment that ensures accessible and comfortable conditions for all population groups, including persons with reduced mobility, by eliminating physical obstacles within municipal amenity facilities. The overarching purpose of the development is to establish effective regulatory mechanisms governing relations in the field of municipal amenity management that reflect current conditions and international best practices, with the aim of their integration into national legislation and practical application. popup.description2 Object of the study – the regulatory and legal framework governing the improvement and maintenance of populated areas. Purpose of the study – to improve the regulatory and legal framework in the field of improvement and maintenance of populated areas aimed at creating conditions conducive to human well-being and quality of life. As a result of the second stage of the study, an analysis was carried out of the regulatory and legal framework governing the improvement and maintenance of populated areas in the Member States of the European Union (Volume 1), as well as the current legislative and subordinate regulations, technical regulatory acts, and normative documents (hereinafter referred to as regulatory acts in the field of improvement and maintenance of populated areas) applicable in Ukraine. Based on the analysis, a list of the current regulatory acts in the field of improvement and maintenance of populated areas was compiled (Volume 2). Proposals were developed regarding the need to revise, repeal, develop new regulatory acts, and implement other measures required to update the regulatory framework in this field. Conceptual proposals for the necessary amendments to the Law of Ukraine “On the Improvement and Maintenance of Populated Areas” were prepared A draft Model Rules for the Management of the Condition of the Territory of a Populated Area was developed to replace the Model Rules for the Improvement and Maintenance of Populated Areas, approved by Order No. 310 of the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine dated 27 November 2017 (Volume 3). The practical significance of the study lies in the possibility of using the obtained results by the Ministry for Communities and Territories Development of Ukraine in the process of formulating state policy in the field of improvement and maintenance of populated areas.
