The aim of the study is to substantiate doctrinal and regulatory modifications to public service institutions within the context of implementing European integration vectors in Ukraine’s state-building and law-making processes.Theoretical and practical significance. To analyze the issues surrounding civil service law and the external form of its implementation - civil service legislation - within the context of European integration processes. To identify and classify issues related to civil service law, civil service legislation, and the practice of their implementation; to conduct a criteria-based analysis; to distinguish between "external" and "internal" risks; and to propose - taking into account European legal standards and "model" law enforcement practices in EU countries, options for their resolution, including the formulation of proposals to refine the tenets of civil service law and to develop innovative- as well as improve existing - civil service legislation, alongside recommendations for legal application.
The novelty lies in a comprehensive analysis of public service issues - based on criteria and risk assessment - within the framework of civil service law theory and legislation, including the modeling of potential solutions.
Implementation effectiveness. Piloting within the activities of the National Academy of Legal Sciences of Ukraine; consideration during the preparation of the List of Priority Areas for Fundamental and Applied Research in the Field of Law. Consideration by the Research Service of the Verkhovna Rada of Ukraine when drafting recommendations for priority areas of law-making activity regarding public service relations. Consideration by the National Agency of Ukraine on Civil Service (NACS) during the formulation and implementation of state policy in the civil service sector for the period 2025–2030.
