Work comprised four stages: 1) It was determined how wars and epidemics affect the energy consumption of public utilities, how this consumption depends on the volume of services provided, and the specific characteristics of electricity consumption for different types of public utilities. 2) Based on regulatory documentation and surveys, criticality groups for electrical appliances were identified to ensure that different types of public service facilities can fulfil their functions. For critical and important groups, typical measures to improve the efficiency of their energy consumption were identified. 3) A model of a public service facility’s energy consumption was developed and used to analyse the facility’s energy efficiency; simulations of electricity consumption by public service facilities were carried out, with electricity consumption profiles determined using models and thermal maps of electrical loads; this enabled the identification of the necessary parameters for low-carbon generation to ensure the operation of selected types of facilities across all regions of Ukraine. 4) A methodology was developed to identify the necessary measures for ensuring the operation of public institutions, which includes an analysis of their electricity consumption, the classification of appliance groups according to their criticality, the formulation of stages for the transition to self-sufficiency, and the conduct of optimisation and techno-economic modelling. 5) An experimental study was carried out using a test site on the university campus. 6) An algorithm has been developed for a system to manage the energy supply and consumption of a public utility, which controls groups of appliances.
