popup.description1
This research project proposes a systematic approach to investigating the role decentralization of energy and climate governance plays in facilitating the energy transition. It aims to investigate the gap between the obligations of states regarding their achievement of energy and climate targets, citizen preferences in terms of building a roadmap towards a net-zero economy, and progress on the regional level

The study conducted a large-scale population survey in Ukraine and Switzerland (1036 Swiss and 1031 Ukrainian respondents), employing a choice experiment to empirically test citizens' preferences regarding the decentralization of energy governance. The findings show that citizens favor locally integrated management structures with voting rights, and that the primary motivation for participating in energy communities is meeting 100% of electricity needs from renewable sources - a factor that significantly outweighs financial incentives. The analysis identified structural heterogeneity in preferences, distinguishing three distinct citizen segments, and established institutional trust as a key determinant of engagement in local energy communities. The study further examined the impact of regional public expenditure on renewable energy capacity. Mathematical modeling revealed that optimal fiscal decentralization requires highly targeted, project-specific fund allocation grounded in collaborative governance principles, rather than reliance on universal threshold values. An information-analytical toolkit was developed at the municipal level to assess the environmental and economic performance of distributed generation assets, with particular focus on cogeneration units and modular boiler houses. Data Envelopment Analysis (DEA) was applied to evaluate the relative spatial efficiency of solar energy deployment across Ukrainian regions, accounting for wartime infrastructure destruction. This analysis enabled the forecasting of regional capacity growth rates through 2030, quantitative estimation of residual scaling potential, and the establishment of a scientific and methodological foundation for the Local Energy Transition Progress Index (LETPI).
