popup.description1
development of institutional tools for the development of agglomerations in the conditions of war and post-war reconstruction of Ukraine.
popup.description2
The conceptual foundations of agglomeration development have been systematised, and their place in the contemporary state regional policy of Ukraine has been defined; international and national experience in the institutionalisation of agglomerations has been analysed; the main institutional barriers, challenges and constraints to agglomeration development under wartime conditions have been identified; the results of an expert survey on the problems and prospects of agglomeration functioning in Ukraine have been summarised; the spatial and economic connectivity between the city of Lviv and the territorial communities of Lviv Oblast has been assessed in the context of agglomeration effects; the role of the socio-economic potential of agglomerations in the development of the Carpathian region has been substantiated; the common interests of territorial communities have been identified as a basis for the territorial and spatial institutionalisation of agglomerations; European experience in organisational and institutional support and strategic management of agglomeration and metropolitan development has been examined; proposals have been developed to overcome institutional barriers to the functioning of agglomerations, enhance their economic potential, and ensure the coherence of strategic and spatial planning across different levels of governance; and directions for integrating the agglomeration approach into Ukraine’s post-war recovery and spatial development policy have been substantiated.
The results of the research work have been used by state authorities, local self-government bodies, associations of territorial communities, regional development agencies and other actors involved in the formulation and implementation of state regional policy in the development of regulatory legal acts, strategic documents and programmes for the development of agglomerations and functional territories.
