Object of research – system of monitoring and evaluation of efficiency of scientific institutions and mechanisms of support of scientific and innovative spheres.
Subject of research – methodology and approaches to monitoring and evaluation of efficiency of scientific institutions.
The purpose of research work is to develop an improved toolkit for monitoring and evaluation of efficiency of scientific institutions of NAS of Ukraine and to conduct its testing.
Research methods – synthesis and comparison, mathematical, economic and statistical and multidimensional modeling.
A comprehensive analysis of the modern paradigm of science evaluation was conducted. Leading international initiatives (DORA, Leiden Manifesto, CoARA) were systematized, which demonstrated the transition from bibliometrics to a combination of quantitative and qualitative indicators. Taking into account the experience of LERU universities, an approach to evaluating researchers based on their contribution to Open Science and the educational process was substantiated.
The instruments of financial support for R&D in the EU and OECD countries were studied, the role of direct and indirect incentive mechanisms was determined. The methodology of the SCImago was retrospectively studied and analyzed, and the leaders among the institutions of the NAS of Ukraine in 2026 were determined.
According to the results of the testing of the scoring system for evaluating the institutions of the NAS of Ukraine, a number of methodological shortcomings were identified, and an author's toolkit was developed for analyzing and processing information that will contribute to the modernization and improvement of the evaluation procedure.
