It is intended to take the new data on solar activity, to investigate the the characteristics of 23-th activity cycle, to study the He-emitting mechanism at chromospheric base, to take the data on morphology and dynamics of individual phenomena from observations at He1 1083 nm line. The solar activity H(alpha)-line observations are carried following the International Solar Service programs. The 23-th cycle solar activity progress is analysed according to flare indices at optical and X-ray. It is shown that the solar north semisphere is more active in during growth phase, and east/west difference is unsignificance. It is found that sometimes local maximuma of both indexes are not coincided with the correlation coefficient between their mean month values about 80%. From chromospher surface brighness maps at D3 He1 line constructed from two eclipce data the He-chromosphere structure pecularities and intensity division nature are studied on different solar active cycle phases. It is shown for X-ray coronal radiance with wave's length < 6 nm the posibility to increase up to temperature minimum. 2N/M5.5 27.08.99 solar flare and eruptive prominance (EP) 18.09.95 morphologic and energic evolutions are studied from He1 1083 nm-image sets. He-images of the phenomena are compared with magnetic field maps, with soft X-ray images and H(alpha)-ones. The most places of increased helium emitting in both flare and prominence are concerned with coronal excited loops.
