The purpose of the work is to substantiate the organizational and managerial principles of conducting psycho-physiological research using the polygraph for the prevention and counteraction of corruption in Armed Forces of Ukraine and to develop appropriate recommendations for the improvement of anti-corruption activities. The methodological basis of the research is the logical-dialectical method on the basis of which the essence of corruption in the Armed Forces of Ukraine as a phenomenon of reality in its dynamics and its interrelation with other state-management negative phenomena is clarified. The empirical basis and factual basis of the study were legal acts of Ukraine, international legal documents, statistical data, psychophysiological researches with usage of polygraph for the prevention and counteraction of corruption in Armed Forces of Ukraine, and the development of appropriate recommendations on the improvement of anti-corruption measures in the sphere of activity of the Armed Forces of Ukraine. The research work deals with issues of the effectiveness of the existing anti-corruption mechanisms in Armed Forces of Ukraine and experience of combating corruption with the help of polygraph. The factors that influence the corrupt conduct and activity of military personnel are determined. The data of socio-psychological surveys describing the person of a serviceman of Armed Forces of Ukraine are defined. The influence of bureaucracy in general on the level and dynamics of corruption in Armed Forces of Ukraine is investigated. It is stated that as a result of the constant growth of the bureaucracy, it turned into an obvious barrier for the development of Armed Forces of Ukraine. It turns out that corruption appears, first of all, where there is no social opposition, where there are artificial obstacles, the more an official interferes in the sphere of decision-making through the personal interpretation of the law, the more favourable conditions and potential opportunities for corrupt officials. Due to this, the main directions of personnel reforms are analyzed, which would not only improve the management of Armed Forces of Ukraine, but also would have the anticorruption orientation. The result should be a creation of conditions under which the personnel appointment of military personnel will actually affect the effectiveness of the military management bodies. Authors focus on the problem of corruption in Armed Forces of Ukraine by revealing ways of forming such a management apparatus, since all the problems related to the restriction of corruption don't cause more harm to society than corruption in Armed Forces of Ukraine. The following mechanisms are considered: strengthening of internal control, personnel and professional selection, involvement of the public and mass media in performing control functions, etc. The scientific novelty of obtained results is to substantiate the organizational and managerial principles of the application of psychophysiological research using the polygraph for personnel security for the adoption of personnel decisions in Armed Forces of Ukraine.
