При здійсненні цього етапу наукового дослідження науковці Відділу економіки вищої освіти Інституту вищої освіти НАПН України виходили з того, що реформа сучасної вищої освіти відбувається в умовах ринкової економіки, зростанні випливу глобальної конкуренції ЗВО та імплементації рекомендацій та вимог міжнародних стандартів та класифікаторів. У цих умовах університети є інституційними одиницями, що здійснюють економічну діяльність з надання послуг у сфері вищої освіти як основного виду та другорядних і допоміжних в інших сферах. Видання буде корисним для дослідників, керівників закладів вищої освіти, посадовців центральних органів виконавчої влади, юридичних і фізичних осіб, зацікавлених у розширенні фінансової автономії ЗВО.
