На цьому етапі дослідження колективом дослідників зроблено аналіз провідного вітчизняного та зарубіжного досвіду економічної діяльності закладів вищої освіти України та світу, нормативно-правових регуляторів, вимірювання результатів їх економічної діяльності. При здійсненні цього етапу наукового дослідження науковці Відділу економіки вищої освіти Інституту вищої освіти НАПН України виходили з того, що реформа сучасної вищої освіти відбувається в умовах ринкової економіки, зростанні випливу глобальної конкуренції ЗВО та імплементації рекомендацій та вимог міжнародних стандартів та класифікаторів. У цих умовах університети є інституційними одиницями, що здійснюють економічну діяльність з надання послуг у сфері вищої освіти як основного виду та другорядних і допоміжних в інших сферах. Видання буде корисним для дослідників, керівників закладів вищої освіти, посадовців центральних органів виконавчої влади, юридичних і фізичних осіб, зацікавлених у розширенні фінансової автономії ЗВО. At this stage of the study, a team of researchers made an analysis of the leading domestic and foreign experience of economic activity of higher education institutions of Ukraine and the world, normative-legal regulators, measuring the results of their economic activities.
