Description
The scientific article considers the issue of the formation of tools and mechanisms of state management of the development of agrarian regions in the conditions of an innovative economy. The need for state regulation of the development of the agrarian economy, activation of branding processes of agrarian regions, which will enable their positioning in the market environment, formation of national and regional brand identity, uniqueness andauthenticity, support and popularization of the unique characteristics of the territory, is substantiated. There is a need to use tools aimed at regulating and stimulating these processes, ensuring brand specialization of territories and their stable and safe functioning. It is appropriate to use a differentiated approach to the selection of tools, which is based on the level of development of branding of agrarian regions. It was revealed that the tools of branding of agrarian regions include state and regional programs to support their development, public policy, brand alliances, and development of regional infrastructure. It was noted that state and regional programs to support the development of agrarian regions as a branding tool are aimed at promoting progress and providing assistance to territories that are unable to ensure sustainable development and food security by their own efforts. At the same time, the implementation of such programs involves targeted state financing of measures to support the development of agrarian regions. In the context of the above, such types of state or regional policy of agrarian regions as tax policy, budget policy, subsidies from the budget, educational policy, social policy can be used.Legal support for the formation of tools and mechanisms of state management of the development of agrarian regions, in particular in the area of branding territories, is based on the application, on the one hand, of legal norms and approaches to doing business, and on the other hand, legal regulation and protection of intellectual property rights.
In the conditions of intensification of the development of the innovative economy and the formation of an effective system of public administration, state (public) policy acquires significant importance as a tool that allows strengthening the branding of the region through the positioning of representatives of state and regional management (state employees) in mass media.
