Система крові є одним із ключових елементів охорони здоров’я, що забезпечує безпечне переливання крові та її компонентів. З огляду на це впровадження міжнародних стандартів якості та безпеки є важливим напрямом модернізації галузі. У роботі проаналізовано основні нормативні документи ЄС та Ради Європи, які регламентують діяльність служби крові, зокрема й директиви, що визначають вимоги до відбору донорів, тестування, обробки, зберігання і розподілу компонентів крові, функціонування систем управління якістю, гемонагляду та простежуваності. З метою впровадження цих стандартів в Україні застосовано метод експертних оцінок із залученням фахівців служби крові. За результатами дослідження встановлено, що середній рівень імплементації європейських вимог становить 62,43%. Найбільш високий рівень інтеграції спостерігається у сфері технічних стандартів медичного обладнання та регулювання медичних виробів. Низький рівень спостерігається у впровадженні систем управління якістю, простежуваності донорської крові та функціонуванні повноцінної системи гемонагляду. Виявлено, що ключовими перешкодами повної імплементації стандартів є недостатня централізація управління службою крові, відсутність єдиної національної інформаційної системи та нерівномірність технічного забезпечення закладів у різних регіонах. У роботі запропоновано основні напрями удосконалення національної системи крові, зокрема створення єдиного електронного реєстру донорів та компонентів крові, впровадження сучасних систем управління якістю, розвиток гемонагляду, гармонізацію нормативно-правової бази із законодавством ЄС та посилення підготовки персоналу. Реалізація цих заходів сприятиме підвищенню безпеки трансфузійної терапії ефективності використання компонентів крові та інтеграції України до європейського простору охорони здоров’я. The article analyzes European standards for the functioning of blood services, assesses the level of their implementation in Ukraine, and identifies possible ways for further harmonization of the national system with the requirements of the European Union. The blood system is one of the key elements of healthcare that ensures safe transfusion of blood and its components; therefore, the implementation of international quality and safety standards is an important direction for modernization of the sector. The study analyzes the main regulatory documents of the European Union and the Council of Europe governing blood service activities, including directives and regulations that define requirements for donor selection, testing, processing, storage, and distribution of blood components, as well as the functioning of quality management systems, haemovigilance, and traceability. To assess the level of implementation of these standards in Ukraine, the method of expert evaluation was applied with the involvement of specialists in the blood service field. According to the results of the study, the average level of implementation of European requirements in Ukraine is 62,43%. The highest level of integration is observed in the field of technical standards for medical equipment and regulation of medical devices, while the lowest level is associated with the implementation of quality management systems, traceability of donated blood, and the establishment of a fully functional haemovigilance system. The study revealed that the key barriers to full implementation of the standards include insufficient centralization of blood service management, the absence of a unified national information system, and uneven technical capacity of healthcare institutions across different regions. The article proposes the main directions for improving the national blood system, including the creation of a unified electronic registry of donors and blood components, implementation of modern quality management systems, development of haemovigilance, harmonization of the regulatory framework with EU legislation, and strengthening professional training of personnel. Implementation of these measures will contribute to improving the safety of transfusion therapy, increasing the efficiency of blood component utilization, and integrating Ukraine’s blood system into the European healthcare. popup.nrat_date 2026-05-02 Close
