EN : The qualification paper summarizes the theoretical principles of managing
budget imbalances; the realities of the formation and implementation of state and
territorial budgets in the conditions of martial law are established; budgetary
imbalances and countermeasures were identified; conceptual provisions for
managing budget imbalances are specified; approaches to improving the tools for
managing budget imbalances in the conditions of martial law are defined.
