During the period March - July 2002, after conducting a number of consultations with the regional statistics staff, the survey instrumentation was developed. To obtain the comprehensive data surveyed area some additional issues concerning private entrepreneurs taxation were considered. On the basis of analytical conclusions the original survey questionnaire was developed to be applied into national statistical practice. For data processing and analyzing the original software was designed. To approbate the methodology proposed the pilot surveys were conducted in Kyiv, Sevastopol, Makiyevka and Mariupol. Having the results of the pilot surveys, the survey instrumentation was updated and improved.
