There were conducted the exploration of existing practice of interaction between public authorities and citizens applied to the authority bodies. It allowed to provide the reconstruction of goals and factors of activity effectiveness of central exective body department. The recommendations to raise an effectiveness of professional activity of public servants were developed on the base of obtained results. The theoretical model of the development of public servants psychological culture was also developed. The most important conditions for psychological culture development were determined. The recommendations for public servants to process the applications of different citizens groups were developed.
