Methodical bases and soft ware of telemedical networks are developed. Principles are defined and information technology of pre-project research of KIS as an element of telemedical technologies is worked out. The complex methods of presentation, compression and processing the medical information in telemedical technologies are defined. Information technology of determination of the students' functional state is formed and the analysis of dynamics of this state is carried out. Approaches for estimation of man current functional state in professional activities are worked out by means of analysis of heard electric activity
