In obedience to Decree of President "About the continuous agricultural chemistry passport system of earths of the agricultural setting" № 1118/95 from 02.12.1995 in the Lugansk area from 1996 works are conducted from the agricultural chemistry passport system of earths of all patterns of ownership with the purpose of realization of state control after the change of indexes of fertility and contamination of soils by toxic matters and radionuccleids, by the rational use of earths of the agricultural setting. An agricultural chemistry passport of the field is a document in which the concentrated information about fertility of soils and them the agroecological state. By basic indexes, after which the agricultural chemistry state is determined the fields, accepted: a table of contents is in the arable layer of humus, nitrogen, mobile phosphorus, exchange to potassium, oligoelementss and also acidity of soils, capacity of absorption, sum of eaten up bases, compression of soil, maximally possible supplies of productive moisture in a layer 0-100 see. The ecological state of the field is determined by the level of anthropogenic contamination radionucleids ( Caesium -137, Strontium -90), heavy metals (by the mobile forms of cadmium, zinc, copper, lead, mercury), by tailings SANTOBANE and by other high-toxic pesticides. On the basis of the agricultural chemistry passport system of the fields there are the followings materials: - agricultural chemistry passports on every field, lot land separately for all agricultural lands; - agricultural chemistry maps of content of humus, hydrolysis nitrogen, mobile phosphorus, exchange to potassium, рН; recommendations are on the rational use of fertilizers with the purpose of receipt of high harvests of beautiful quality. An object of researches is soils on earths of the agricultural setting. Article of researches - agricultural chemistry and radio-tocsykological indexes. The purpose of the agricultural chemistry passport system of earths of the agricultural setting is an inspection of the ground cover on territory of the Lugansk area and creation of database after GIS by technologies. A task of researches is determination of indexes of fertility of soils of the Lugansk area development of measures on proceeding in the supplies of humus and nutritives in soil, balanced use of organic and mineral fertilizers, use of underproductive and wind-eroded earths. For 5 years in a period from 2006 to 2010 by a center works were conducted on general to agricultural ecologe-agrochemical passport systems on the area of 1215,9 thousands of hectare. In middle for a year a center executed work on 250 thousands of hectare of arable land. 123,642 thousands of standards of soil were selected, from them 104,152 thousands of standards on determination of agricultural chemistry and agrophysics indexes of quality of soil, and 19,49 thousands of standards are on determination of indexes of anthropogenic contamination. During the leadthrough of works 730,43 thousands of analyses were conducted, from them on determination of contamination pesticides - 24,54 thousands of analyses (determined hexachlorane and SANTOBANE and him metabolics), on determination of content of oligoelementss and heavy metals - 89,6 thousands (content of manganese, copper, zinc, lead and cadmium), on determination of agricultural chemistry and agrophysics indexes - 616,29 thousands. It was conducted 23,156 thousands of analyses on determination of water рН, 114,83 thousands of analyses of humus, 111,826 thousands of analyses on content of nitrogen, that легкогідролізується, to 113,953 thousands of analyses phosphorus and so much potassium after Chirikovim. 90,734 thousands of analyses are conducted on determination of exchange cations (sodium, magnesium, calcium and potassium), 42,668 thousands of analyses of water extraction are done (dry remain and ionic composition of water soluble salts). The radiological inspection of soils was conducted also, 2,064 thousands of analyses were conducted on determination of strontium-90 and stable strontium and 2,747 thousands of analyses on determination of caesium-137. Also during the field works 3,147 thousands of intentions of gamma-background of lands were done. As a result of researches it is made the specialists of center agricultural chemistry maps on the general area of lands of the Lugansk area in 1205,54 thousands of hectare., 22960 passports of lot lands are made, from them there are 3579 passports of farms. It is made 3964 squaredecimetres of cartographic materials (maps of content of humus, nitrogen, to phosphorus and potassium). It was made recommendations on application of fertilizers on the area of 1007,16 thousands of hectare. Materials, which were developed within the framework of the program of the agricultural chemistry passport system of earths of the agricultural setting used by agricultural users of area in-process with a purpose effective bringing of mineral and organic fertilizers, revision of dynamics of changes of the agricultural chemistry state them lot lands, determination of correct location of crop rotations on the agricultural chemistry chart of economy. In a scales area due to materials of the passport system the Lugansk center of "Oblderzhrodyuchist', Regional management of agroindustrial development are in a position to develop the having a special purpose programs of development agrarian to the sector of economy, watch after the dynamics of changes of the agricultural chemistry state of the ground cover of сільгоспугідь, control the level of fertility of soils both for the areas of inwhole and within the limits of separate agricultural users. The results of the agricultural chemistry passport system of earths after the rounds of inspection also enable to create the new scientific methods of improvement of fertile layer of soil. Economic efficiency the index of increase of level of harvest of agricultural crop can characterize also as a result of correct application of results of the passport system agricultural users. If agricultural user right will plan top-dressing or will take advantage of recommendations of "Oblderzhrodyuchist'", then the middle level of increase of economic efficiency arrives at on the average 12 % increase of the productivity which enables to get an additional financial effect from realization of products.
