Methods of research: Analysis and synthesis, induction and deduction, analogy and modeling, abstraction and concretization, system and structural analysis. Object of research: local finance of Ukraine, system of local finance regulation, instruments of intergovernmental relations system. The established goal involves fulfillment of the tasks: determining the nature and legal backgrounds of functioning of the subjects of intergovernmental relations in the system of supply of public services; studying international experience of organization of financial management and institutional support of intergovernmental relations at the local level; identifying the ways of improvement of intergovernmental relations tools; development of proposals for calculating the income of local budgets by streamlining the formula of allocation of intergovernmental transfers. Expected results: development of scientifically reasonable proposals on the ways of reforming of intergovernmental relations and improvement of the model for calculating the income of local budgets in the Formula of allocation of intergovernmental relations in the current socio-economic conditions.
