Organizational bases and financial providing of the system of social support of the Ukrainian population are studied; an estimation of the costs of state programs of social support is realized (including social benefits, social privileges and housing subsidies); the contingents and profiles of participants of basic programs of the state social support are analysed; directions of modernization of the system of social support are grounded; scenarios of simulation of changes in some programs of social support are developed; the costs of the state social programs are estimated based on simulations in framework of these scenarios; recommendations on choosing the variants of reforming the programs of social support of population are developed, as well as proposals on the budgetary resolution
