The conservation laws, effectively controlling the numerous calculations, are obtained. The local dynamics of the thermodynamic characteristics of subsystems is studied. The possibility of Bose condensate formation in a gas of photons being in thermodynamical equilibrium with an ideal gas of two-level Bose atoms below the degeneracy temperature is researched. The conditions for the coexistence of Bose condensate in atomic and photonic subsystems are obtained. The possibility of "pumping" of inverted occupation of atomic levels by lowering the temperature of the system is also shown.
