Methodical recommendations for the design-oriented approach as a framework for ensuring the efficiency of personnel management in the organization, which will improve the efficiency of personnel management. Proposed conceptually new scheme, which includes: a matrix of functional processes; strategy and objectives in the field of personnel management; Partial indicators of the efficiency of functional processes and target values; budgets proposed processes and a set of measures for improvement of the latter. The basis of such a scheme in favor of the functional processes of the matrix, selected using the competency and project-oriented approach, which is formed at the intersection of management functions and management subsystems. A generalizing factor calculation efficiency of management personnel as the average value of the coefficients of efficiency of the relevant subsystems that determine the choice of specific measures to ensure the effectiveness of personnel management.
