Karazin popup.description2 The object of the study is the higher education system in Ukraine, which in the process of transformation and reformation, the processes of ensuring the on-line monitoring information system in the universities and the Ministry of Education and Science of Ukraine information security. The goal of the research is a development of an applied working methodology and prototype of information technology on-line monitoring of the reform of higher education in Ukraine and its testing (pilot survey) at the national level, methodology, technique and on-line monitoring information technology prototype for higher education in Ukraine reforming with using information security system developing. The results of research activities (Volume 1) - developed the methodology, working method, technology of organization and conducting on-line monitoring of the reform of higher education of Ukraine are developed; the database (panel) of respondents (teachers and students) for its approbation has been specified; the toolkit for an online survey (a questionnaire for a teacher and a student's questionnaire) on the issues of reforming higher education of Ukraine is specified; approbation of the developed methodology and information technology was conducted (2 pilot surveys at the level of Kharkiv National University named after V. N. Karazin and at the national level (18 universities of Ukraine)); analysis of the results of two pilot studies; Three informational and analytical materials were prepared based on the results of the study; the program of the course "On-line research in sociology and marketing" (specialty "Sociology", specialization "Methods of sociological research") was developed. In the given report submitted research results and developments which regard: objectives justification for universities and the Ministry of Education and Science of Ukraine on-line anonymous survey ICT: choice justification and cryptographic mechanisms analysis in universities and the Ministry of Education and Science of Ukraine on-line survey ICT; mathematical models of cryptographic means for universities and the Ministry of Education and Science of Ukraine ICT on-line anonymous survey development and research (testing); universities and the Ministry of Education and Science of Ukraine on-line monitoring complex international security system in the process of reforming Ukraine's higher education technical project (PTP) development; universities and the Ministry of Education and Science of Ukraine on-line monitoring ICT and software project development in the process of reforming Ukraine's higher education; universities and the Ministry of Education and Science of Ukraine on-line anonymous survey ITC prototype development; universities anonymous survey ICT prototype experimental tests. Result of research work (Vol. 2) - methodology and on-line monitoring information technology for higher education in Ukraine reforming with using information security system was developed; information security system for on-line monitoring information technology for higher education in Ukraine reforming according to technical project was created; experimental exploitation of on-line monitoring information technology with information security system was done and confirmed by acts and protocol; transition to industrial exploitation of on-line monitoring information technology prototype for higher education in Ukraine reforming with using information security system was done and confirmed by act. According to the results of the 2nd stage developed and put into operation applied working methodology (volume 1) and active prototype of information technology (Volume 2) sociological on-line monitoring of the reform of higher education in Ukraine; Complete testing of sociological on-line monitoring system was carried out, 3 acts of implementation of research results were obtained (Volumes 1-2). The conclusions and results of the study as a whole (Volumes 1-2) led to the creation of a working information technology - a system of sociological on-line monitoring of sociological reform of higher education in Ukraine. The results of the project allowed to substantially supplement and enrich the toolkit and information base of strategic and operational management of the higher education system. The obtained work, enriched the theoretical benefits of all the sciences that were involved in this interdisciplinary study, as well as were introduced into the educational process in the courses of master's and bachelor's programs, in defense of master's theses and two candidate's theses of the project participants.
