In the course of work, for the first time, neo-classical criteria for the formation of a system of economic values have been substantiated by considering a new quality of resources that become universal and act as public values. Further developed the contribution of the European classical school to the formation of classical traditions of the Ukrainian economic thought of the nineteenth century and its influence on the formation of the Kiev school in economic science, the formation of its value orientations and traditions. A thorough analysis of the modern theory of inclusive economic growth, models of inclusive development and the European model of inclusive development of the Ukrainian economy are substantiated.
