The purpose of the work is to determine the tasks, a division of responsibilities and the procedure for organizing an interaction between the subjects of state authority for protection of the objects of maritime business and commercial seafaring in the exclusive (marine) economic zone of Ukraine and other areas of the high seas, which will allow them to develop on their basis draft normative document "Procedure for the protection of marine economic activities and merchant shipping in the exclusive (marine) economic zone of Ukraine and other areas of the high seas" . Research methods - comparative analysis, system approach, mathematical modelling, probability theory, and operations research. As outcomes of the research carried out by the team of authors, there were obtained the scientific results, that are characterized by certain novelty, specifically: for the first time, the modern foreign and national experience of protection activity of marine economic activities and merchant shipping is generalized; for the first time, the theoretical principles and methodology of providing protection for marine economic activities and merchant shipping in the exclusive (marine) economic zone of Ukraine and other open sea areas were determined, in particular, a mathematical model for the protection of marine economic activities and merchant shipping (protection of maritime economic activity) and an appropriate procedure for evaluating its effectiveness have been proposed; for the first time, based on the generalization of modern experience and the development of theoretical principles for the protection of marine economic activities and merchant shipping, the Draft Resolution "Procedure for the Protection of Marine Business and Commercial Sea Shipping Objects in the Exclusive (Marine) Economic Zone of Ukraine and Other Areas of the High Seas" has been proposed to the state and military authorities. The materials of the report can be used by state and military authorities during the process of strategic and operational planning, formulation and implementation of military policy as well as in scientific and technical activities and in the educational process of higher military educational institutions.
