The current scientific and applied task of creating information technology for constructing a system of representation of air and ground conditions for situational centers of operational management of antiterrorist operations is solved. The basis of this technology are two components: information technology for the creation of a large-scale number of electronic maps (static component) and information technology for building a medium for the formation of dynamic scenes of air and ground conditions (dynamic component), with the dynamic component being displayed on the screen of the operator of the situational center in the form of object symbols , which move in the near-Earth space, with a priority on the cartographic background and in real time, that is, with a resolution of 50 frames per second.
