The purpose of the research work is to develop theoretical foundations and methodological recommendations for ensuring the effective development of university education in the transformational conditions of the economy. Research methods - abstract-logical method, monographic, statistical-economic method, classifications, methods of economic-mathematical modeling. The system of formation of high-class professional in economics at the university is proposed, which, among other things, helps to improve the quality of education. Justified implementation of the system of monitoring the quality of education will allow to provide a high level of training, not to lose scientific potential, to create the necessary competitive advantages of national education in the market of the European educational space. It is determined that the professionalization of public procurement at the present stage of its development leads to an increase in the role of professionalism of the individual as the most important criterion for social stratification, a factor of social mobility and socio-cultural dynamics. The content of the phenomenon of "adaptation" is revealed, the classification of adaptation is developed on the basis of realization of theoretical generalization of researches of outstanding scientists of past years; the definition of the term "professional adaptation" is given and its theoretical analysis is carried out. There has been further development of improving the preparation of economists for housing and utilities, which should be based on repetition of material with its associative expansion and deepening. It is proved that the result of the integration of knowledge is the formation of professional competences of a new level, which is able to change the social mood, creating the effect of "waves" of certain socially acute problems.
